As the debate on law enforcement’s use of force continues, news stories have discussed the benefits and challenges of police serving as guardians rather than warriors. A recent article authored by a member of the San Francisco Police Commission for the San Francisco Chronicle references the President’s Task Force Report on 21st Century Policing. This report lays out a blueprint for change, based on the belief that better policing comes from a fundamental shift in attitudes rather than a greater arsenal of tools. As the article states, the report’s first recommendation is that “[l]aw enforcement culture should embrace a guardian mind set to build public trust and legitimacy.” The report also states that, “Law enforcement cannot build community trust if it’s seen as an occupying force…Guardians are members of the community, protecting from within.” The article emphasizes the need to end the deployment of officers as warriors in the War on Drugs and the War on Terrorism, or as federal immigration enforcers. Rather, the author says, police officers must be officers of the peace, defenders of our Constitution, and guardians of our communities.
